Humanitarian· Caribbean Operations (Cuba + Haiti)
Op GTMO
Operation GTMO was the Marine mission at Guantanamo Bay to receive, shelter, and secure the Haitian migrants intercepted at sea during the exodus from Haiti's political crisis, a large-scale humanitarian and camp-management effort at the naval base.
As thousands of Haitians fleeing by boat were brought to Guantanamo, Marines built and ran the camps that housed them, providing security, order, and support to a crowded and uncertain population held while their fate was decided. The operation was not combat but a demanding constabulary and humanitarian task, the Marines maintaining control in camps where tension, frustration, and disturbances could flare among people in prolonged limbo. GTMO was the foundational Caribbean operation of the period, establishing the pattern of migrant-camp management that the Marines would repeat as the regional crises continued. It called for patience, organization, and restraint in handling a vulnerable population under difficult and politically sensitive circumstances at the base.
